Two Arrested Following Alleged Beating Over Puppy In Vacaville

An argument over a puppy led to the arrests of a wanted parolee and his teenage companion in Vacaville Monday.

Police responded to a report of a robbery at 4:10 p.m. in the rear parking lot of a car wash in the 1300 block of East Monte Vista Avenue.

They were met by a 56-year-old Vacaville woman who told them she was approached and pushed to the ground by a young woman. The younger woman then began punching and kicking her, the woman told police.

The woman further reported that as she was lying on the ground, a man stole her money, police said.

Investigators found Juan Borrero, 25, in a nearby parking lot. Borrero, a parolee-at-large, provided authorities with a false name, police reported.

Isabel Mehaffy, 19, who is on probation, was located in a nearby motel room. Officers searched the room and found narcotics paraphernalia and Borrero's identification, police said.

The victim of the alleged beating and robbery then identified Mehaffy and Borrero as her attackers, police said.

Further investigation revealed the conflict between Mehaffy and the victim began when the victim claimed ownership of Mehaffy's puppy, police said, and the two began to scuffle.

Police said alcohol was a factor in the incident and the theft of any money from the victim is questionable.

Borrero was booked into the Solano County Jail for violation of parole and providing false information to police. Mehaffy was booked into Solano County Jail for battery, possession of narcotics paraphernalia and violating her probation.
