Two Arrested In Fatal SF Richmond District Parking Spot Shooting

SAN FRANCISCO -- Police have arrested two more men in connection with a fatal confrontation over a parking spot in the Richmond District last year. Roeung Chhith, 21, of San Francisco and Vansok Chil, 27, of Oakland, were both taken into custody late Friday night, police announced Monday. The arrests came after a grand jury handed down manslaughter indictments for the pair on Tuesday, police said. With Chhith and Chil now in custody, authorities say they have arrested all four suspects in the Sept. l6 stabbing death of 19-year-old Boris Albinder. Police arrested Pounloeu Chea of San Francisco hours after the incident. Sarith Soun, 25, of San Francisco, was arrested Dec. 15. The fatal incident took place outside a private party in the 3900 block of Geary Boulevard. According to Sgt. Steve Mannina, the fight broke out when a van full of people moved into a parking space that a partygoer was saving for a friend. When the man refused to give up the spot, the driver of the van ran into him, causing minor injuries. After striking him, the van's occupants then got out and assaulted him, Mannina said. Albinder, a Pacifica resident and son of Russian immigrants, pulled up at about the same time to take the spot being saved for him and got involved in the fight. According to Mannina, the occupants of the van started the brawl when they began "to pretty much assault" Albinder and his friend. Police believe that's when one of the men pulled some kind of knife and stabbed Albinder. He died later at San Francisco General Hospital.
