SFPD Outline Security For Olympic Torch Relay

San Francisco Police Chief Heather Fong and her top staff went before the police commission Wednesday night to lay out their plans for security during the Olympic torch run through the city next week, outlining what they will and will not allow in terms of protestors taking a stand against China’s human rights record.

At City Hall, police top brass told the commission they're hoping for the best, but preparing for the worst when it comes to how officers will handle the thousands of protestors expected during the Olympic torch relay next week when the ceremonial torch makes its only North American stop on its way to China.

Deputy Police Chief Kevin Cashman told the police commission that officers will do everything they can to protect the first amendment rights of the protestors. However, he also said police won't tolerate anyone who breaks the law trespassing, by resisting arrest or committing any other crimes.

"What wil not be allowed will be violations of the law such as interfering with the torch relay [or] unlawful disruption of any scheduled events," explained Deputy Police Chief Cashman

Police told KTVU that hundreds of officers will be working security for the torch relay and that they will be receiving help from state and federal law enforcement including the California Highway Patrol and the State Department.

Other Bay Area law enforcement agencies will be brought in if needed. Police officials say at this point, they don't know what the cost of security will be to the city, but that some of the money will come from the state and federal government.

"The eyes of the world are going to be on this. It's going to be on the shoulder of the SF Police Department to make us proud or not," said SF Police Commission President Theresa Sparks.

In Berkeley Wednesday night, Tibetan activists continued to protest against the scheduled Olympic torch relay in San Francisco. They are urging the world to speak out against China's violent crackdown on Tibetans and violation of human rights.

A coalition of five Bay Area Tibetan groups says it expects 2000 Tibetans and their supporters from countries such as India, Great Britain and Mexico to join next Wednesday's protest.

But the coalition vows to obey the law and demonstrate peacefully.

The Tibetan activists say they spent thousands of dollars to put a billboard in San Francisco to urge support for their cause.

"It's a grass roots desire to really spread the word. The Olympic Games in Beijing is the only time when the world's attention is focused on China. It's the last chance to spread the word about the situation in Tibet and the repression," said protest organizer Giovanni Vassallo.

Police say they will not be restricting protestors to the so-called free speech zones and protestors will not need to apply for permits at the Ferry Building and at Justin Herman Plaza.

Protests say they have not yet decided exactly where they'll gather, but that they will definitely have a presence at the beginning of the torch relay at McCovey Cove and a presence somewhere along the waterfront during the route of the torch relay and where it ends at Justin Herman Plaza.
