UPDATED: 10:27 pm PDT May 12, 2008

Just after noon, in a usually quiet residential neighborhood of Richmond Calif., someone in a black sedan fired the bullet that took the life of 21 year old Tiyani Cole as he was standing on the street talking to another man.

According to police, the shooting happened at 12:54 pm Monday, at the intersection of Shane and Groom Drives. Sgt. Bisa French says when officers arrived on scene they found Cole lying next to a fence, behind a house on the 2900 block of Gilma Drive. He was pronouced dead at the scene. Cole becomes the 12th homicide victim in the city of Richmond this year.

French says the shooting peppered numerous homes and vehicles with bullets. According to French, witnesses say the shooter was in a newer model black sedan, possibily a Nissan Maxima or Altima. French said the shooting does not appear to be random, "It appears these individuals were targetted for whatever reason."

Tonight police are hoping that someone will come forward with information that could help their investigation. Lt. Mark Gagan said is customary for Richmond police to offer up to $10,000 for information leading to the arrest and conviction of a person responsible for murder.
