Officer Who Killed Man With Rifle Identified

Salinas police released the name of an officer who fatally shot a 21-year-old man Sunday morning when he attempted to pull a loaded assault rifle from his pants.

Officer Luis Plunkett has six years experience in law enforcement, with two and a half years in Salinas and previous experience as a deputy sheriff for the Monterey County Sheriff's Office.

Officers were called around 11:20 a.m. to a strip mall at E. Boronda and Natividad roads on reports of a man hiding in the bushes across from Wells Fargo automated teller machines, police said.

Plunkett turned his vehicle west onto Arcadia Way from Natividad Road and located the suspect, who standing on the sidewalk, based on a witness description, police said.

The officer exited his vehicle and told the suspect to sit on the sidewalk, but the suspect instead began to pull a rifle out of his pants, according to police.

The suspect continued to draw the rifle despite orders to drop his weapon, and Plunkett shot the suspect several times. Police said the suspect's weapon was an assault rifle loaded with a 30-round magazine.

Plunkett and another officer began CPR after the suspect was shot, but the man later died at a hospital.

He was identified as Castroville resident Philip Michael Dorado. Police said Dorado purchased the rifle April 19 in North Carolina and apparently brought it into California, which is a felony.
