Oakland City Council Members Propose ID Card Program

A proposal by two Oakland City Council members to offer municipal identification cards to illegal immigrants and other at-risk community members passed unanimously in a committee meeting on Tuesday and will go before the full City Council on June 2.

The ID card proposal was made Tuesday by council members Ignacio De La Fuente and Jean Quan at the City Council's Finance and Management Committee meeting.

Michael Johnson, a policy analyst with Quan's office, said the idea for the program was inspired by similar programs implemented in New Haven, Conn., in 2007 and in San Francisco earlier this year.

Johnson said Oakland city officials have observed San Francisco's program, which began issuing the cards in January, and talked to its organizers to "see what kind of lawsuits came out of it, how they were able to implement it and see what kinds of mistakes and successes they've had."

Organizers of Oakland's program are considering making an "all-in-one card" that would feature a debit component to the card as well as providing health-related information about its holder, Johnson said.

He said one of the problems San Francisco ran into was the cost of the machine that makes the cards, which have a variety of security features to prevent counterfeiting.

Johnson said Oakland city officials will be looking to see if there is cheaper technology that can be used to create the cards, but that "we definitely want a card at least as secure as a DMV ID."

If the City Council approves the proposal, city officials will have eight weeks to come back with a plan for implementation, he said.

San Francisco's ID cards cost $15 for adults and $5 for children 13 and under, seniors and low-income individuals. The cards are available at the county clerk's office at City Hall.
