Heroin and opioid addiction is gripping the nation with reports of overdose deaths skyrocketing across the country.

But in San Francisco a different story is playing out, with the reported number of overdose reversals climbing by nearly ten-fold in the past five years. The city has focused on “harm reduction,” which means treatment, health, and saving lives take priority.

2 Investigates took an in-depth look the problem in the Bay Area, met with the people on the front lines fighting heroin addiction, and examined why other cities are now looking here to see what’s working.
