RICHMOND, Calif. -- A 20-year-old man was arrested in Richmond Wednesday in connection with the murder of a 21-year-old man in Daly City in February, a police lieutenant said today.Matthew Sean Mouton was arrested at a home in Richmond at about 6 p.m. Wednesday for his alleged role in the Feb. 7 murder of South San Francisco resident Jessie Wiley, Daly City police Lt. Jay Morena said.Mouton is believed to be the driver of a black 2005 GMC Yukon Denali that struck Wiley following a fight at a nearby Little Caesars Pizza parlor that spilled onto the street, Morena said.Police believe Wiley was hit intentionally and are treating the death as a homicide.Two suspected gang members, Rene Castro, 20, and Horacio Vega, 22, were arrested in the week after Wiley's death. Both are believed to be members of the "31st Street" Norteno gang, according to Morena.Castro and Vega were arrested on suspicion of being an accessory to murder, assault with a deadly weapon and participating in a criminal street gang, Morena said.Mouton was arrested Wednesday along with his girlfriend, Britani Silot, 20, of Daly City. Silot was arrested on suspicion of aiding and abetting, according to Morena.While authorities were looking for Mouton, he had a visible tattoo reading "gutta mob" on the left side of his neck, but when he was apprehended Wednesday, a tribal emblem tattoo had been tattooed over the previous marking, Morena said.The arrest was made with the help of the state Department of Corrections' fugitive apprehension team, as well as the U.S. Marshals, Morena said.He said Daly City police have a long history of working with the two agencies, who "go after fugitives with local law enforcement that have more limited resources."Authorities are still looking for the vehicle involved in Wiley's death.
