Police at scene of where two teens found shot dead in Oakland

OAKLAND, Calif. —
One of the two teenage girls shot to death in Oakland early Sunday has been identified as 15-year-old Raquel Gerstel, a freshman at Arroyo High School in San Lorenzo, a school spokeswoman said Wednesday.
Raquel and a 16-year-old girl were fatally shot in the 2600 block of Minna Avenue in Oakland, near Brookdale Park, shortly before 6 a.m. Sunday.
A crisis intervention team consisting of psychologists and counselors is at Arroyo High School this week, providing support for grieving students, said Sharon Lampel, assistant superintendent for human resources at the San Lorenzo Unified School District.
Police have disclosed few details about the shooting and have not yet confirmed the identity of the victims.
Watchdogs are questioning an exclusive agreement between the City of Oakland and a non-profit group, tapped to lead a multi-million dollar project to redevelop the area around the Coliseum BART station.
