Man arrested after early morning police standoff

ALBANY, Calif. —

A man was arrested Wednesday morning after an hours-long standoff with police at an Albany apartment building, police said.

Officers were called around 12:45 a.m. to an apartment building at the corner of Brighton and Kains avenues in Albany on a report of a person inside the building who had fired a gun at two people on the street, police said.

The victims told police that the man had threatened them, and that they heard him say he had a "carbine."

The man then fired at the pedestrians with what appeared to be a BB gun, striking a car on the street, according to police.

Police arriving at the scene attempted to make contact with the man, who could be seen walking around his apartment with a rifle but who refused to respond to them or exit his apartment.

Police evacuated the apartment building and sent residents to the Albany Community Center, where they were given shelter and refreshments. Officers from the El Cerrito, Kensington and Berkeley police departments aided in blocking off part of the street around the suspect's building.

Around 8 a.m., the Albany Police Department's Tactical Response Team entered the building and arrested the man, identified as 62-year-old Kent Stinson, without incident.

Police recovered a .22-caliber rifle and ammunition and a BB gun from the man's apartment.

No injuries were reported.
