A 22-year-old man was fatally shot while sitting in a parked car in Richmond on Sunday afternoon, a police detective said.
The city's ShotSpotter gunshot detection system was activated around 2:20 p.m. in the 2700 block of Ohio Avenue, Richmond police Detective Nicole Abetkov said.
Emergency responders found the victim, later identified as Richmond resident Roy Hill, in the driver's seat of a car suffering from multiple gunshot wounds, Abetkov said. He was pronounced dead at the scene.
Hill was the only person in the car, she said.
Abetkov said investigators are talking to witnesses to determine if shooter or shooters approached Hill on foot or fired the shots from another car.
Sunday's killing is the city's fourth murder in April alone, Abetkov said.
Watchdogs are questioning an exclusive agreement between the City of Oakland and a non-profit group, tapped to lead a multi-million dollar project to redevelop the area around the Coliseum BART station.
