CONCORD, Calif. —

On Tuesday night , the Concord City Council decided to move towards requiring legal pot-grows to be moved indoors after neighbors complained about the smell from the farms and voiced their concerns about neighborhood safety.

Emotions ran high over during the debate on the issue.

Some of those living next to the outdoor growing operations said the smell is offensive, but what they're most worried about is criminals coming into quiet neighborhoods looking to take the plants by force if necessary.

"You get a little worried, especially after the break-in with a gun, or that something else is going to happen," said Evelyn Freitas. "That's a worst case scenario."

One grower said the only time his operation was targeted was following news reports about his outdoor farm. Outdoor growers argued moving the operations indoors could make the situation worse.

"By throwing it inside, you're allowing that person to come inside your house threaten your family, hurt your family. As opposed to if it's a night and that person hops your fence and steals a plant. What's it hurt?" said Chris Olson of Concord.

After hearing arguments on both sides the City Council opted to send the issue to the city's legal department, saying they want a way to protect the neighborhood without infringing on the rights of growers.

The city's legal department will now draft the legislation that will likely limit grows to the inside of the primary residence on a property-- meaning not greenhouses-- and only be enforced when there is a neighborhood complaint.
