Berkeley cracks down on drivers’ abuse of disabled placards

BERKELEY, Calif. —

Drivers who thought they had a free parking pass in Berkeley may be in for a surprise.

Starting Tuesday, the city will be cracking down on those who use disabled placards illegally.

If people don't have proof they need to park in a spot marked for disabled people, they'll be fined.

A bill approved in 2009 gave parking officers the authority to cite those in violation. Before this legislation, it was something only law enforcement could do.

For some drivers, snagging a parking spot in downtown Berkeley is almost like winning the lottery.

"Oh, it's very difficult," said Janet Van Wicklen of Berkeley. She said she walked to busy Shattuck Avenue Monday night. "I don't usually take my car when I come to this block."

But more and more people have found a way around the parking predicament by using blue handicapped parking placards.

"I can understand why people would be tempted," said Kevin Steed of Berkeley.

The disabled placard hanging from a rearview mirror means a designated front row spot can be availale and often meters and time limits don't apply.

But Berkeley is going to go after those who have the placard but don't have a legitimate disability.

 Joan Armstrong has degenerative arthritis and is in pain with every step she takes.  She said she’s frustrated by people who aren’t disabled and use the placard.

"I have no words,” she said.  “Frustration is terrible."

Berkeley's parking enforcement division will join police in looking for those violating the placard rules.

Anyone caught will be issued a citation that carries a $1,000 fine.

Armstrong said she welcomes the crack-down, "Thank god. That's really a relief."
