Mayor Jean Quan's 100-block crime-fighting plan remains elusive

OAKLAND, Calif. —

Oakland Mayor Jean Quan has touted her "100 blocks" plan as the city's new strategy for fighting violent crime, but KTVU learned the police department has nothing to do with it.

The city confirmed Thursday that Oakland Police Chief Howard Jordan has devoted no special resources to the 100 blocks that are said to be responsible for more than 90 percent of shootings and homicides.

The exact location of those 100 blocks is still a mystery.

Tim Yuddy and his family live in a rough section of West Oakland, but he said his family has been seeing more police and less crime.

"They've been stepping their game up," Yuddy said. "I've seen it with my own eyes. They've been stepping their game up."

But, chalking this increased police presence to Oakland's new 100 blocks plan might not be so easy.

Oakland City Council member Libby Schaaf hosted a public safety meeting in her district, where Jordan said his department has always concentrated on crime hot spots, but is not operating under any plan to focus on the 100 most violent blocks.

"The 100 blocks is a new term for something at least OPD has been doing for a long time," Schaaf said.

Quan's office has refused to name the exact blocks or whether there really are 100 of them.

"I have the seen the 100 blocks. I've seen the maps. I requested a briefing from the mayor's office about two months ago," Schaaf added.

But Schaaf said she was not allowed to keep a copy for herself.

"I'm a big fan of transparency," Schaaf said. "I'm not sure why the mayor wants to keep the identity of these exact blocks confidential."

So far, the city has only provided a map highlighting general areas in East and West Oakland.

The California Highway Patrol confirms it's providing assistance in some of those areas, but has been involved in assisting the OPD for many years.

Quan was not available for comment Thursday night.

Quan's staff said the 100 blocks plan will focus on coordination among other agencies, and not just OPD.
