DAVIS, Calif. —

The chancellor of the University of California, Davis is promising changes to prevent incidents like the widely condemned pepper-spraying of student protesters last fall.

Chancellor Linda Katehi said Tuesday she accepts full responsibility for the Nov. 19 confrontation between campus police and students who had set up an Occupy encampment at UC Davis.

The Sacramento Bee reports that Katehi made her first public comments about last week's task force report on the pepper-spray incident during an annual address to the Academic Senate.

The report said poor planning, communications and decision-making by administrators and campus police led to the unwarranted use of pepper-spray.

Katehi has said she ordered police to remove the tents without using force.

She promises a thorough review of policies and procedures within the police department and administration.
