Rebel Pullback in Congo Delayed by Munitions Dispute

More obstacles to peace in Democratic Republic of Congo. West of Goma, M23 rebels have started coming down from the hills ahead of a planned withdrawal. But despite signs of movement, a complete pullout from the city that rebels captured over a week ago, is unlikely.
