OAKLAND, Calif. - Downed power lines on Interstate 880 in Oakland caused a traffic nightmare early Monday morning.
The lines were reported down about 3:30 a.m. at 23rd Avenue in Oakland, prompting the California Highway Patrol to issue a Sig-Alert and close the freeway in both directions until about 5:15 a.m.
