Fairfield father charged with lewd acts in addition to child abuse involving his 10 children

The Solano County District Attorney's Office today charged a Fairfield father of 10 children with four counts of committing a lewd and lascivious act on a child under 14.

Jonathan Allen, 29, and the children's mother, Ina Rogers, 31, pleaded not guilty today in Solano County Superior Court to a 21-count, second amended complaint.

Allen is charged with seven counts of torture against six of the children between Jan. 15, 2015, and this March 30, and four counts of lewd and lascivious acts against a child under 14 between March 1, 2017, and March 30.

Both Allen and Rogers also are charged with nine counts of child abuse or endangerment between June 21, 2014, and March 30.

Rogers also is charged with one misdemeanor charge of child cruelty by endangering the health of the children who are between one and 12 years old.

Judge William Pendergast today granted the prosecution's motion to join the cases against each defendant. Their next court hearing is July 10.

The investigation of the alleged child abuse began when Fairfield police responded to a report of a missing 12-year-old in the 2200 block of Fieldstone Court in Fairfield on March 31. Police found the child and became concerned about the health and welfare of the child and its siblings when they returned the child home.

Police said the children were living in squalor and unsafe conditions and they arrested Rogers for child neglect. The children were taken into protective custody of Solano County Child Welfare Services. 

Police investigated further and arrested Allen on May 11 for nine counts of felony torture and six felony counts of child abuse. Rogers was then charged on May 16 with nine counts of felony child abuse or 
endangerment.
