City and county crews help residents prepare for atmospheric river

The latest atmospheric river poses yet another threat for Bay Area residents. KTVU's Tom Vacar is in Healdsburg, where he says California Governor's Office of Emergency Services is activating all 13 swift-water rescue teams in order to prepare.
