Oregon $1.3B Powerball winner is Laotian immigrant who has cancer

The winner of the $1.3 billion Powerball jackpot out of Oregon was revealed to be a Laos-born immigrant who has been fighting cancer for the past eight years. Cheng "Charlie" Saephan, 46, of Portland, announced during a news conference that he and his wife would be splitting the prize with a friend who had chipped in to buy lottery tickets.
