Advocates worry Newsom plan to cap Medi-Cal will lead more people to ERs

Advocates for undocumented migrants said on Tuesday if Gov. Gavin Newsom, (D) Calif. caps enrollment in Medi-Cal it will lead to more people using hospital ERs as their primary place of medical care.
