Experts debate state law change for greater juvenile crime accountability

As the Santa Clara County district attorney petitioned a juvenile court judge to try in adult court the 17-year-old at the center of a Black Friday Mall shooting, experts said removing barriers to such prosecution would require the Calif. legislature to modify state law.
