Women sue Santa Rita over humiliating treatment; sheriff says facility is "best big jail in nation"

Like most mothers, Candace Steel, 32, vividly remembers the day her baby was born. But unlike most, Steel?s memories are pierced with pain and horror: Her daughter was born at Santa Rita Jail.
