Grand Jury report finds Oakland Unified School District is failing its students

A scathing grand jury report gives Oakland public schools a failing grade, saying the district has wasted millions of dollars and left its students under-served. Other trouble spots from the report include nepotism and systemic mismanagement. KTVU's Maureen Naylor reports one of the grand jury members says the district's problems are pervasive.
