Rep. Speier describes tour of detention facility along the U.S. Southern border

Congresswoman Jackie Speier (D-San Mateo) recently visited immigration detention facilities along the Southern U.S. border. She joined KTVU's The Four on Wednesday to describe the conditions she saw. She said if it were a dog kennel, it would be shut down.
