City officials admit they can’t keep pace with Oakland’s exploding homeless population

Oakland's homeless population has gone up 47 percent in the last two years. KTVU's Amber Lee reports from three different homeless encampments, including one at Mosswood Park. The mayor says she's not surprised by the numbers and that the city has added beds and is expanding existing programs.
