Pro and anti-vaping groups debate over language in voters' guide

The Ballot Simplification Committee works on the wording of the digest that voters will have available as they make their decision in November. Usually it doesn't draw much attention, but KTVU's Christien Kafton reports in this case, the stakes are so high that both pro vaping and anti vaping sides were on hand saying words matter.
