Four counties opt out of Bay Area shutdown

Many business owners feel they are being punished for other people's actions as the majority of Bay Area counties plan to enforce a new COVID shelter-in-place. In counties not impacted by the shutdown, many hair salons are getting calls to rush for appointments before restrictions are imposed.
