Three Bay Area counties officially to enter orange tier

Santa Clara, San Francisco, and Marin counties will officially enter the less restrictive orange tier for the state's COVID reopening plan. Mayor London Breed says she hopes it means downtown will start to come back alive. Businesses like Twilio expect to open office space for in-person use to some workers.
