Richmond-San Rafael water pipeline to Marin moves forward

Despite a much improved water supply situation in the North Bay, the Marin Municipal Water District moved a bit closer to a new emergency pipeline across the Richmond-San Rafael bridge from the East Bay. Key question: will this proposed pipeline across this bridge be enough?
