U.S. tariffs mostly paid by American importers and consumers, report suggests

A new report by the Kiel Institute for the World Economy suggests U.S. tariffs are mostly paid by American importers and consumers. KTVU's Tom Vacar reports tariffs aggravated prices but did not really overwhelm them.
