CA bill to allow 'balcony' solar panels for apartments will head to Gov's desk

One out of every six homes in California have solar panels - but what if everyone living in apartments and townhomes had the option to benefit from solar energy, too? California Senate Bill 868 would do that. Eight other U.S. states already have laws to allow it.
