State Sen. Scott Wiener announces PG&E breakup bill

State Sen. Scott Wiener, who represents San Francisco, is advancing a new bill aimed at allowing cities to break up with PG&E. He said the new legislation would end PG&E's attempts to stall a city effort to dump the utility company.
