Victims identified in crash that killed 2 in Highway 1 lagoon

Two drivers killed in a crash on Highway 1 in San Mateo County when their cars went over an embankment and landed in a lagoon were identified. The San Mateo County Coroner identified them Wednesday as Patricio Cabrera, Jr. 29, of San Francisco and James Allan Willis, 66, of Davenport.

Two drivers were killed after their vehicles submerged into a lagoon in San Mateo County Tuesday evening following a crash over a 50-foot cliff, according to the California Highway Patrol.

The San Mateo County Coroner identified them Wednesday as Patricio Cabrera, Jr. 29, of San Francisco and James Allan Willis, 66, of Davenport. 

In addition, Willis's wife, who is in her 60s, sustained major injuries and was airlifted to Stanford Hospital for treatment. 

Officer Art Montiel said that the collision between Cabrera, who was driving a Tesla, and Willis, who was driving a Subaru SUV, was reported about 6:40 p.m. on Highway 1 at Bean Hollow Road. 

Montiel said the drivers were traveling toward each other and one of the cars crossed over the double-yellow line.

Both drivers lost control, Montiel said, and careened over the cliff into the water.

The Tesla was fully submerged and the Subaru partially submerged, Montiel said. 

The San Mateo County dive team pulled out the bodies.

Montiel said it's unclear which driver was at fault. 

"At this point," he said, "we don't know exactly what caused it, or which vehicle first crossed over the yellow line."
