Video shows officers returning fire during Midland active shooting

MIDLAND, Texas - A Midland city employee was identified Saturday as the person killed in a mass shooting that wounded 10 others before the gunman was later found dead, according to city officials.
The City of Midland and Texas DPS later identified the victim as 62-year-old Edward Randall Scott of Midland. Scott was a city employee and longtime member of the community who was involved with local and regional softball organizations.

The shooting occurred Friday morning in the 4600 block of West Wall Street, where authorities said 45-year-old Victor Mata Villarreal opened fire on law enforcement officers and bystanders after police responded to reports of an active shooter around 8 a.m.

The Texas Department of Public Safety said the Texas Rangers have taken over the investigation.
Investigators said Villarreal fired at responding officers and civilians before barricading himself inside an abandoned building. Video from the scene showed officers taking cover behind patrol vehicles and utility poles as gunfire echoed through the area.
Additional footage showed a SWAT vehicle equipped with a battering ram arriving at the scene.
Authorities found Villarreal dead inside the building around 12:30 p.m.

"Most importantly, he was a loving father and husband and a good person all the way around," the city said in a statement, asking the public to respect his family's privacy.
Midland Mayor Lori Blong said officers used a robot and a drone to confirm the suspect was dead before entering the structure.

Midland officials provide update on shooting that left 1 dead, 10 injured
Midland Mayor Lori Blong provides an update on a mass shooting that left at least one person dead Friday.
A spokesperson for Midland Memorial Hospital said the hospital received nine victims. Four underwent surgery, while five others were treated and released. Officials said another victim was transported to a hospital in neighboring Odessa.
Authorities have not released the names of the surviving victims.
Blong said Friday that the community faces "a lot more strain and stress and sorrow" in the aftermath of the violence. A chapel at Midland Memorial Hospital has been made available for those affected by the shooting.

According to investigators, Villarreal had been sought since Wednesday night after allegedly firing at a Midland police officer during a traffic stop. Police said Villarreal led officers on a chase, exited his vehicle armed with a rifle and fired several rounds at an officer, who returned fire. Villarreal then fled the scene.
In its statement, the city described Scott's death as part of the "senseless events" of June 12 and said the community was mourning the loss of one of its own.
"We lost one of our own," the statement said. "A member of the City of Midland family will not be coming home."
The motive for the shooting remains under investigation.
