Police said they met with the little girl's father. Investigators determined the child, Fatima Abuzahra, was taken without her father's knowledge or consent by a relative, Enas Birawi.
The girl was last seen near the 600 block of Eddy Street in the Tenderloin. Police said it is possible Birawi stays at a hotel in that area. Police said Birawi was accompanied by her 8-year-old son during the incident.
