Heavy rains caused flash flooding Friday in Texas, with meteorologists saying several months’ worth of rain fell in just hours.

A disturbance off the coast of the southeast United States – east of Florida, near Georgia and South Carolina – became better organized Friday to become Tropical Depression 3. It was previously known as Invest 92L.
