Oakland daycare center owner says business vandalized 4 times and is concerned about possible fines from the city

Oakland daycare center owner says he's feeling defeated after being four times since January. He says he's always removed the graffiti and fixed broken windows. But adding to his headaches, he says the city of Oakland has sent him notices of violation threatening fines if he doesn't clean up within ten days.
