San Jose mayor defends plan to cite or jail unhoused people who refuse shelter

San Jose Mayor Matt Mahan defended his plan to cite or jail unhoused people who refuse shelter, as the city council met for a special budget study session on Monday. The meeting was held on the same day California Governor Gavin Newsom released a template for cities and counties to remove tent encampments and added funding to boost resources statewide.
