Supervisor Bilal Mahmood announced on Friday that the Hayes Valley neighborhood will become one of San Francisco's entertainment zones to help small businesses. . He's also planning to ask the city to study what else can be done to help merchants and to look at the impacts of closing the 400 block of Hayes Street to car traffic seven days a week.
