California State Superintendent says Trump administration illegally pausing federal grants

State education officials say nearly $1 billion in pre-approved federal grant money was supposed to be transferred to the state for the July 1 start of the fiscal year. Instead, California and other states received notices from the Trump administration saying the grants are under review and the funds are not being transferred until the review is completed.
