A fence is a small East Bay community is dividing neighbors

In the small Contra Costa County community of Diablo, neighbors say a fence is keeping them out of what should be public access. They say it's also creating dangerous situation because the fence forces people to have to take an alternative route which is more dangerous. One homeowner has taken legal action and has gotten a preliminary injunction take down a portion of that fence. But the legal battle isn't over.
