Early voting underway to decide California's congressional districts

Early voting is underway across California for next month's special election. Ballots have started arriving in the mail for the election that will decide Proposition 50: a plan to redraw the state's congressional districts to favor democrats, in response to a similar effort in Texas that favors Republicans.
