Mayor Schaaf delivers Oakland State of the City address at Islamic center

Mayor Schaaf delivered a 50 minute State of the City speech Thursday at the Islamic Cultural Center in Oakland. But hundreds of city workers protested outside, claiming unsafe working conditions.
