'We can win this': Oakland activist Cat Brooks files papers for mayoral run

Activist and community organizer affiliated with Anti Police-Terror Project, Cat Brooks, filed paper work to run for mayor of Oakland in hopes to unseat the incumbent Mayor Libby Schaaf.
