San Rafael adopts 3-strikes approach for short-term rentals

City leaders in San Rafael voted tonight to regulate short-term rentals. The city has adopted a three-strikes approach in the city of 60,000. KTVU's Debora Villalon reports the action was in the works well ahead of the shooting at an Airbnb rental in Orinda on Halloween.
