Union City councilman's grandmother is 10th COVID-19 death at Hayward nursing home

A city councilman from Union City said his 84-year-old grandmother died on Monday in a Bay Area nursing home after contracting COVID-19. She is the 10th death from the disease after an outbreak at the Hayward facility.
