Red-tier status offers glimmers of normalcy for two Bay Area counties

It's been a long time coming but come Sunday when Contra Costa and Sonoma counties awaken, they'll be able to eat indoors in limited capacity. The State announced the move out of the purple tier Friday ahead of schedule.
