New Windsor city councilmember joins at a tumultuous time

Fourth time's a charm for Rosa Reynoza who won the election for a vacant Windsor city council seat this week. She ran for a seat three times before and once for mayor. The town was recently rocked when multiple women accused the mayor of sexual assault allegations.
