Family of Caleb Smith plans to sue City of Hayward after deadly police shooting

The family of Caleb Smith says they plan on suing the City of Hayward following the robbery suspect's fatal shooting at the hands of the police department. Body camera footage shows police shooting the suspect after he rammed their vehicles when they boxed him in at a motel's parking lot.
